In order to expand domestic demand, improve people's livelihood, stimulate consumption, drive production, and promote steady and rapid economic growth, the state has implemented the policy of home appliances to the countryside and motorcycles to the countryside since February 2009. Since January 1, 2011, our province has increased the subsidy standard for home appliances to the countryside from 13% of the sales price of products stipulated by the state to 20%. At the same time, in order to improve the quality of life of farmers and herdsmen and further promote the consumption upgrade of our province, our province introduced the policy of going to the countryside for small displacement cars in January 2011.
It is understood that since the implementation of the policy, the province's agricultural household appliances have sold a total of 717867 sets (pieces) of products to the countryside, including 306530 refrigerators, 146399 color TV sets, 123379 washing machines, 61472 computers, 1416 air conditioners, 123 mobile phones, 73495 water heaters, 3296 microwave ovens and 1757 induction cookers, with a cumulative sales amount of 1.787 billion yuan. A total of 0.214 billion yuan of financial subsidy funds were cashed in, of which 13% of the national subsidy funds were 0.184 billion yuan and 7% of the provincial subsidy funds were 29.23 million yuan, with a subsidy payment rate of 96%. The accumulated sales amount of motorcycles to the countryside is 94.71 million yuan, 21581 motorcycles are subsidized and 11.83 million yuan is cashed in. The accumulated sales amount of small-displacement cars to the countryside reached about 1.8 billion yuan, 36667 small-displacement cars were subsidized, and 0.167 billion yuan was cashed in financial subsidy.
According to the deployment of the Ministry of Finance and the Provincial Department of Finance, at 0:00 on March 1 this year, the subsidy function of the national motorcycle going to the countryside system, the subsidy system for small displacement cars and the motorcycle going to the countryside system in our province have been closed; at 0:00 on March 10, the entry function of the sales network system has also been closed; from 0:00 on May 1, the subsidy payment function of the financial department system will also be closed. At present, the province's commercial and financial departments at all levels are fully carrying out the publicity of the end of the policy, the collation of materials and the liquidation of funds.
